The killings in Anantapur Dist. of Andhra Pradesh send very wrong signals about the bureaucratic systems that operate at the state level. I have been closely watching the way the govt systems operate during my tenure, when implementing an ambitious project, with AP Secretariat (the apex decision-making body of the state).
The present DSP of Anantapur Dist. was transferred and denied a promotion because the Govt. of TDP was not happy with his performance so as the DGP and the Chef Secretary of the state. He was a low profile police officer during the entire second phase of the TDP rule. When the Congress came to power, it took a decision to post this low profile police officer as DSP, Anantapur. It is very clear from the past records that Anantapur requires a tough police officer, who can stand against all the challenges. Here is a case where it is perfectly displayed how bureaucrats change their arguments to satisfy politicians. The same Chief Secy. of AP and the same DGP, who denied this officer a promotion and transferred him, convinced now to post him as DSP of the most challenging districts in this state as far as law & order problems are concerned. What did he do to turn his image is yet another question that remains unanswered. I am not convinced to believe that these officers are worth anything.
I cannot just neglect the role that is played by the ruling govt and the opposition. Opposition keeps reminding the people that it is ruling govt that is involved and the ruling govt keeps failing to convince that these incidents are not political and are just isolated cases. These cinematic killings give certain time for these politicians to put up a sad face on cameras and condemn. What action plan is in place to tackle this major problem?
When one of the naxals was killed in an encounter, NHRC (National Human rights Commission) requires a reply but not now from the ruling government. Can someone challenge the activities of NHRC? All the welfare schemes are welcomed by masses largely only when the security for lives is guaranteed. I keep hearing from lot of close friends during my discussions that this was what TDP had executed perfectly when they were in power. But, I cannot just support that for the simple fact that all the sections of media cannot be biased about these kinds of incidents. Whether it is TDP or Congress, question that remains unanswered is how long this would continue with no action on these officers.
Now, we hear that the government has passed an order, in a hurry keeping the by-elections in mind, to lift all the cases registered during the TDP rule. We complain too much about some of the states like U.P. and Bihar. I think we can easily catch up with them in no time, if our bureaucrats continue to function with this kind of a highly polished political support.

Changa, Good to see your keen observation on the government and officials. Need little clarification on,
1. Why that DSP has been demoted in TDP government? What are performance factors they have taken into account?
What are your action plans from your side, for controlling all these as an INDIAN.

Coming to my action plan as an Indian, I hardly can imagine any role for me in near future. I have no plans atleast in near future to fight on these cases. I just discussed the bad sports played by different sections. I safely discarded the role of citizens in this issue, if you had observed!! Anyway, I like your critical point. Go on. We have identified the problem and could conclude the consequences. Fixes are to be applied by different set of people. Wish they contribute in the area they are qualified.

My Question applies here. What are the measures TDP has taken?

I think you are feeling somewhere that I am supporting TDP for its actions. Not at all. They had transferred a whole lot of bureaucrats when they were in power on complaints from their local party leaders. This particular cases could be one of those as well. It was not brought out by the media for reasons not known. In my view, every major political party plays out perfectly at every given oppurtunity to gain some political mileage over the other. Hope, you are convinced about what I am trying to convey.
